Higher-risk asbestos work in Great Britain can only be carried out by contractors the Health and Safety Executive has licensed. We hold that licence.

The HSE is the national regulator for workplace health and safety. Its licence is reviewed and renewed at set intervals and runs for up to three years, so it reflects an ongoing check on how we work, not a one-off sign-off.

Not all asbestos work carries the same risk

The rules depend on how easily a material releases fibres when it is disturbed. Here is how the HSE groups common materials, from the highest risk to the lowest.

Highest risk

Licensed work

Only an HSE-licensed contractor can do this work.

  • Loose-fill insulation and lagging
  • Sprayed coatings and lagging
  • Asbestos insulation above the control limit
  • Loose dust and small debris (gross contamination)
  • Insulating board (AIB) above the control limit
Medium risk

Notifiable, non-licensed work

No licence is needed, but the work must be notified to the regulator.

  • Short-duration insulation or AIB work below the control limit, outside routine maintenance
  • Large-scale textured coating removal using gels or steam
  • Paper, felt, cardboard, rope, cloth, gaskets and washers in poor or damaged condition
Lower risk

Non-licensed work

Lower fibre release, but it still needs the right controls and trained people.

  • AIB, short duration, as part of maintenance
  • Textured coatings cut out in intact sections with the backing
  • Strings removed whole
  • Resin-based products such as brake linings
  • Conveyor and drive belts
  • Asbestos cement products
  • Vinyl and thermoplastic floor tiles, bitumen roofing felt, damp-proof coatings, mastics and paper-backed PVC flooring

Roof work, done under control
